The International Student loan is for students, trainees, as well as parents or guardians of underage international students. The most common situation will be an adult student on a 400 Student visa, or a 407 training visa. However, can also be for a parent on a 590 Guardian visa or a Graduate working on a 485 temporary Graduate Visa.
The International Student Visa is often used to support tuition fees, interim expenses and bills. It will require the applicant to be working a minimum of 20 hours per week and demonstrating a responsible ongoing budget.

You cannot apply for a Permanent Residency from the 500 Student Visa, but you can apply for the 485 Temporary Graduate Visa. This will allow you to stay for an additional 2 to 4 years depending on your degree.
